Marcel Kramer is a Dutch national residing in Amsterdam. He currently works as an independent consultant, non-executive director and advisor on strategy, policy and project management to several corporations and organizations in the field of energy and infrastructure.  He is also President of the Energy Delta Institute, an international energy business school which supports the development of young executives through courses and networking.

Marcel spent his entire career in the international oil and gas industry after holding several posts related to energy in intergovernmental organizations(NATO, International Energy Agency)

Marcel was CEO of the South Stream Offshore Pipeline project JV-company based in Switzerland and later in Amsterdam from 2010 till 2013. Subsequently he was Senior Counsel to the Gazprom Management Committee, a position he held until October 2015.

Marcel Kramer is a frequent public speaker on these topics and lectures in several executive education programs associated with universities in Europe and Russia. He is an active  longstanding member of the Council of the International Gas Union (IGU), for which he is Relationship Manager with the IEA and IRENA  and Regional Coordinator for Russia, the Black Sea region and the Caspian.

Mr. Kramer’s career began in the mid-70s when, after obtaining a Master's Degree in Private and Corporate Law, he joined the Department of Oil & Coal at the Ministry of Economic Affairs of the Netherlands.

From 1979 Mr. Kramer held a number of international energy-related positions. He worked in the Secretary General's Office at NATO Headquarters in Brussels. Subsequently he led the Oil Industry Division at the International Energy Agency in Paris, where one of his responsibilities was the IEA's Monthly Oil Market Report published through the Financial Times.

His next move (1988) was to Canada, where he spent almost 4 years in Calgary as Director of Crude Oil Supply and Trading in Petro-Canada.

In 1992 he returned to Europe to work for Statoil, which saw him take up several senior management positions in Norway, Bangkok, Singapore and Caracas.

In 2003, Mr. Kramer joined the gas infrastructure and transport company Gasunie in The Netherlands and he was appointed Chairman and CEO in 2005.

In August 2010, Mr. Kramer was awarded the title of Officer in the Order of Orange-Nassau by Her Majesty Queen Beatrix of the Netherlands in recognition of his services to the Kingdom.

Marcel Kramer was the President of Gas Infrastructure Europe (GIE) from 2005 to 2009 and of the Royal Dutch Gas Association (KVGN) from 2009 to 2012; he is professionally involved in the International Gas Union and in the International Association of Energy Economists. From 2009 to 2015 he was member of the Supervisory Board of Royal Boskalis Westminster, a global dredging , towage and offshore company, listed on the Amsterdam Stock Exchange.
